Negotiated comprehensive international trade and investment agreements and resolved disputes arising under such agreements on behalf of governments and private parties

Represented the United States in WTO meetings and negotiations

Advised the US President and Cabinet members on national security reviews of foreign investments (CFIUS), participated in CFIUS reviews, and developed new regulations to govern such reviews

Addressed stakeholder interests in trade and investment negotiations regarding market access, cross-border data flows, intellectual property rights, and regulatory coordination

Financial regulation

Coordinated aspects of US, UK, and EU responses to the 2008 global financial crisis and the financial regulatory reform agenda through the G20, IMF, and Financial Stability Board

Represented US and UK authorities in and chaired international standard-setting bodies and led bilateral dialogues to promote financial stability and a level playing field across borders

Oversaw development of US and UK financial regulatory policy, including with respect to financial stability, global capital market and banking rules, sustainable finance, cyber and operational resilience, digital assets (including stablecoins), and central bank digital currencies, payments, and sanctions

Negotiated regulatory and supervisory cooperation agreements with the United Kingdom, France, Germany, EU, China, US, and other jurisdictions

Advised US, French, and UK leaders, ministers, officials, and agency heads on key global financial markets issues, including financial stability, market functioning and integrity, and financial market development

European affairs and institutions

Coordinated EU member state policies at the Council of the European Union relating to economic, financial, and monetary policy, foreign affairs, and development

Developed the EU’s foreign and security policy

Negotiated new EU legislation on behalf of France and the UK

Engaged with UK and EU financial authorities on post-Brexit financial stability and cross-border market access issues
